NOTICE OF RACE

The Organizing Authority is Spartacus Sailing Club in conjunction with the International Star Class Yacht Racing Association (ISCYRA). The host fleet is Öreghegy (ORE) fleet


1. Rules

1.1. The regatta will be governed by the rules as defined in the 2013–2016 The Racing Rules of Sailing (RRS) and the rules of the International Star Class Yacht Racing Association.

1.2. Decisions of the International Jury will be final in accordance with RRS 70.4.

1.3. RRS Appendix P will apply

1.4. No national authority prescription will apply.

1.5. RRS 32 will be changed to provide that courses will not be shortened.

1.6. RRS 33b will not apply.

1.7. RRS 35 will be changed to provide that boats not finishing within 60 minutes after the first boat to finish will be scored “Did Not Finish” without a hearing.

1.8. RRS 62.2 and 66 will be changed to shorten the time for requesting redress and the requesting that      hearing be re-opened on the last day of racing.

1.9. RRS A4.1 will be changed to provide that a boat failing to check in prior to the warning signal will be scored the same as a boat not starting in that race without a hearing.


2. Advertising
Boats will be required to display Event Advertising on the forward part of the hull. Out of respect to our title sponsor, advertising for tobacco products is strongly discouraged.


3. Eligibility and Entry

3.1. Entries eligible in accordance with STCR 21, 26, 29 and 30 may compete. Qualifications are Log plus Infinity.

3.2. Entries shall be submitted on the Official Online Entry Form not later than May 16, 2014 to the International Star Class Yacht Racing Association Central Office and the organizing authority.

3.3. Only skippers and crew eligible to compete under the ISAF Eligibility Code shall be eligible to compete in this regatta.

3.4. For the purpose of RRS Appendix A Scoring: A competitor is not considered an entry until: (a) All fees are paid and (b) Measurement is completed.


4. Fees

4.1. The Entry Fee is 400 EUR. The entry fee includes: boat and trailer parking, launching, hauling and invitations to social events for skipper and crew.

4.2. The Entry Fee for the Warmup – Dolesch Memorial Regatta is EUR 60. The entry fee is not refundable.

4.3. The Team and Private support boats entry fee is EUR 150, includes RIB berthing, hauling in/out.

All bank charges are at the expence of the competitor. Sailnumber and helm’s surname shall be included with payment.

The schedule time of the warning signal for the first race each day is 09.55

5.1. Number of races scheduled: seven (7)
Races per day: two (2)
Due to weather conditions the Race Committee may post their intentions and bring forward the start of a race, and if necessary run three races in a day.


6. Measurement

6.1. Measurement will take place at Spartacus Sailing Club.  Each participating boat shall have a valid Measurement Certificate in his/her name, and Weight Certificate. Only boats that have completed registration, paid all entry fees, and passed the prescribed measurement check procedure by 17.00 on June 7 are entitled to race. The International Jury may order that a boat be re-checked during the regatta.

6.2. Crews shall demonstrate compliance with crew weight limits in accordance with STCR 31.1.3 prior to 7 June 17.00. Crews may be re-weighed during the event at the discretion of the Organizing Authority.

6.3. Each boat shall show the sail number and national letters as indicated on the Official Entry Form and approved by the Measurer

6.4. Bow numbers will be assigned and given to each participating boat. They shall be affixed to the hull according to the Sailing Instructions.


7. Sailing Instructions
The Sailing Instructions will be available at registration and the Club website.


8. Venue
The racing area will be on the waters of Balatonfoldvar in the vicinity of the harbour.


9. Courses
Courses will be according to STCR 34.


10. Scoring
The Low Point Scoring System, RRS Appendix A will apply, modified so that each series score will be the total of her races scores with her worst score excluded if more than four (4) races are completed.


11. Berthing
Boats shall be berthed at specified area in Balatonföldvár harbour from 7 June at 17.00 until conclusion of the racing.


12. Haul-out Restrictions
The Organizing Authority may impose haul-out restrictions.


13. Team and Private Support Boats
A yacht shall receive no outside assistance from support boats or otherwise once she has left the dock for the day until the finish of the last race of the day, except in the case of emergency and/or towing supplied by the organizer and available to all participants.


14. Prizes

14.1. Perpetual Trophies will be awarded according to STCR 24.

14.2. Series prizes will be awarded to the skipper and crew finishing first through fifth place

14.3. Master’s trophies will be awarded to the skipper and crew finishing first through third in the Series for skippers aged 50 through 59 before the start of the first race. Competitors in the Master’s Division will also compete for Series prizes (see 15.2).  .

14.4. Grand Master’s trophies will be awarded to the skipper and crew finishing first through third in the Series for skippers aged 60 or over before the start of the first race. Competitors in the Grand Master’s Division will also compete for Series prizes (see 15.2).

14.5. Daily prizes will be awarded to the skipper and crew finishing first in each race.


15. Disclaimer
The Organizing Authority shall require each competitor to sign a waiver for loss, damage or injury to persons or property occurring in conjunction with the regatta or on the property  The Organizing Authority, their members, employees, officers and/or agents shall not be responsible for any loss, damage or injury that may occur to person or property whether ashore or at sea as a consequence of the participation of any boat.


16. Insurance
Boats sailing in this regatta must be adequately insured against third party liability for racing risks with a minimum cover of 1.5 M EUR.
